Cyberwatch Finland and DNV Cyber have jointly published the Cyber Threat Intelligence Handbook. The handbook has been created as a result of indirect industrial cooperation linked to the Finnish fighter aircraft procurement. One of the central objectives of this research and product development collaboration is to increase cyber expertise within the field of society’s comprehensive security.

Understanding the cyber domain continues to rest on the ecosystem formed by human activity, operational processes, and technology, as well as on an understanding of the methods employed by cyber threat actors From all of this, it must be possible to form a reliable and proactive situational picture that takes into account the different requirements for information on the different levels of the organization.

The handbook aims to describe, in an understandable manner, the process of collecting and processing cyber threat intelligence data, with examples drawn from the Finnish operating environment. The handbook is intended for everyone — individual readers with an interest in cyber topics, specialists and experts working in the cyber field, and organisations both in Finland and abroad. Its themes, methods and approaches aim to make central issues that are often hidden or not openly discussed understandable.

Reading the handbook may prompt reflection on what kinds of cyber risks we face — what their likelihood and impacts are, and how to prepare for risks, whether independently or by procuring services from an external provider. One must learn to identify cyber threat landscapes and be able to monitor the changes occurring within them. It is equally worthwhile to learn how to assess the ways in which physical and digital risk factors are mutually interdependent.

It is our hope that this handbook will help readers and organisations better prepare for cyber threats, whilst at the same time improving the cyber resilience of society overall.
