Our security environment is under constant change. The significance of the ongoing war in Ukraine will be greater than we can yet estimate. Critical infrastructure is the main target of both physical warfare and asymmetric attacks, both in Ukraine and more broadly in Europe. Various sabotage operations involving our critical infrastructure are also commonplace in Finland. In particular, the volume of cyber operations has increased and they are connected to many different hybrid warfare activities.
The critical infrastructure and services of the modern digital society are increasingly interdependent. The central core consists of electricity network, communication systems and, in the future, satellite systems. If one of these core functions does not work, all other critical functions can be paralyzed.
Cyberwatch Finland wants to “think out loud” and stimulate discussion in the form of this white paper. In our opinion, it is topical as Finland is updating its cyber security and societal security strategy this year, preparing the development of a crisis management arrangement, and the national cyber legislation implementing the NIS2 directive will be discussed in Parliament. We welcome comments and are ready to discuss the topic with all interested parties. At the same time, we would also like to thank all the partners who have commented and supported us during the draft process of the white paper.
